The Liaoyang Kuixing Tower is about 40 meters high and has two floors. It is based on the city wall and has three layers of stone platforms on top. It is surrounded by a stone railing. An octagonal building is built on it. There are eight vermilion-painted wooden columns outside the building to support the beams, brackets and flying rafters. There are couplets inscribed by literati from the late Qing Dynasty to the early Republic of China hanging on it.
In the center of the door, there is a statue of Kuixing. It stands on one foot on the top of an ao (a legendary sea turtle), symbolizing winning the first place. There is a plaque in the building inscribed with the four characters ‘winning the first place’, echoing the image of Kuixing!
